According to the artist, this photo collage was made about the time "Hugo Chavez kept referring to Condoleezza Rice as 'Condolence Rice,' which struck me as a mental image." The people pasted over Rice's face making her look unnatural are Cubans and Venezuelans at the World Social Forum 2005. You can see a Marti placard on the left there.
